VMWare licensing of Windows Server 2019 on development host

I have 6 VMWare hosts in my cluster -- 3 designated for production VMs and 3 for development VMs.

We run MSDN Windows Server 2019 licensing on the VMs on the three development servers where we do all of our development / non-production workload.

Do I need to license Microsoft Windows Server 2019 across all 6 hosts, when only three are used/designated as production hosts?

Clustering visual studio subscription (development) licenses together with production server may be a violation but Visual Studio subscriptions are not supported here on QnA. You can submit a ticket here

Sorry -- I may need to re-write my question.

When you're calculating how many core licenses you need, do you have to include all hosts in the cluster, or only the production hosts? For instance, I would say there are only three hosts that I can move the VM to -- not six.

Each host needs to be licensed for all cores and the max VMs that could be on it even for one second.

Does: "Each host needs to be licensed for the max VMs that could be on it even for one second". = my total number of VMs? Theoretically, I could move every single VM to one host. They wouldn't run very well, but they'd run.

For example: if I have 6 hosts, each with 10 VMs (on a normal day). I would have to license for max VMs of 60.

Correct?
