In this case the users are using the monitors of the machine which they use to connect the server. Each user connect to the server from different machine with different screen then what you ask for is the default behavior and you do not need to do anything to make it work

But here I'm not if the application you mentioned can be used directly on server.
If users remote access (RDP)the server , they can use full desktop or remote App.

1.running web applications
2.hosting a hypervisor that manages virtual machines

If in this case , you might use application server with proper CAL license.
