Azure AD and File server Creation

I'm new to Azure, I'm exploring a scenario where a small organization that doesn't have an on promise AD needs to get an azure AD and file server (in the cloud) created. Is that possible? They don't want to use physical on-premise AD and need to have that file share synced between 2 countries (quite close). Any idea? I'm quite lost in this question.

Apologies for the delayed response. Azure Files currently does not support Azure AD, it does support Azure Active Directory Domain Services (Azure AD DS). If this is something you are interested in setting up you can checkout this link. I also recommend reading through the planning guide which goes into more detail.
