what permission role is required in order to access Content Type Gallery in SharePoint Online Admin Centre?

The content types in the Gallery is in ContentTypeHub and can be accessed via Site Settings. Does that require site owner permission in the ContentTypeHub in order to see the ContentTypes?

You need the SharePoint Admin role. If you can stick to the old CT Hub format, you can go directly to the CT Hub site itself where Owner permissions are sufficient.
