Network Printer can't be installed (Windows 10 20H2)

I have a problem after update the Windows 10 from 1803 to 20H2

The Windows can't install the network printers which is through "Group Policy" to install. I open the "Device Manger" and check the driver. It show the below :

I also try to update the driver on this printer but it is not work. It show "The driver cannot be installed because it is either not digitally signed or not signed in the appropriate manner. Contact your hardware vendor."

I try the below solution but the problem is still here :

  • Download the latest driver from Vendor (release on May-2021) and update manually

  • Start up the windows from "Disable driver signature enforcement" mode

  • Disable driver signing code on "Local Group Policy" (User Configuration > Administrative Templates > System > Driver Installation > Code signing for device drivers entry > Enabled - Ignore)

  • Put Windows in test mode (bcdeit /set testsigning off)

I think it is not digitally signed problem because I try the above step to disable it.

Please help me to solve the problem.

Hi, I have a solution for this problem.

Firstly, I unjoin the domain controller and remove the driver. If the driver can't be removed, I will follow the below step to remove it :

Secondly, I join the domain controller again, the printer can be installed.

1.Is the same issue happen on clean install win10 20h2?
2.Which printer deployment policy do you use to your win10 client?
Computer policy

3.Did you try to update driver from printer server by using PCL6 Driver for Universal Print Ver.4.32.0.0?

4.If we logon problematical win10 by using the local admin account, then add PCL6 Driver for Universal Print Ver.4.32.0.0 by using below method, will "installing the drivers failed" issue happen?

I have this same issue. Any new computer I build cannot install the network drivers. They are richo specific drivers and they show up in control panel printers and faxes as unknown devices and never install. I have been able to install the printer fine when logging in as the domain admin. but as a user with admin privilege's, it still doesn't work automatically. With admin privilege's, I was able to manually install the printer however. Any thoughts? Windows version is 21H1

Good day. I know this thread is old but recently popped up again on systems.

The problem i found was an update from windows 10 with network sharing. For some or other reason the win32spl.dll file was causing the issue. After update i replaced the file with older version and bang it worked with no issues. Must be replaced on pc thats actually sharing the printer. I presume on server enviroment it will be replaced on server running the policy.
This is my humble opinion and solution. I am in know way an expert.

Give it a go.
