Thought I did this right everything has been working for weeks. Spun up new VM, set up AD DS, DHCP, DNS, moved FISMO, etc. Stopped getting IP address today.

The server has all static IPs properly assigned. It turns out the issue was related to the Allow filter being turned on and not having all mac addresses listed. Turning off the Allow filter solved the issue.

Thank you for posting here.
Based on the description, I understand you migrate a Windows 2016 DC to Windows 2019 DC.
For Domain Controller, we should set static IP address for the Windows 2019 DC and set 127.0.0.1 (or its IP address itself) as the Preferred DNS server for Domain Controller.
Then as AD DS and DNS role (maybe other roles if needed) and promote the server as a Domain Controller.
Are you using a DHCP server to assign IP addresses to new Windows 2019 DC? If so, I suggest you can set static IP address for the new Windows 2019 DC.

Sorry I thought that was bit implied in the explanation of the migration. Added DHCP to the list of transferred resources.
