I can calculate the price for the security features shown in the image, but there are many security controls recommended by Security center other than these features. So my question is how can I know the cost if those controls are implemented. For example, what will be the cost if I install log analytics agent on virtual machine scale set and those logs consume storage and processed by Security center. This is for recommendation "Log Analytics agent should be installed on your virtual machine scale sets for Azure Security Center monitoring".

For specific Azure Security Center recommendations, I'd referencing our Security recommendations - a reference guide documentation. Using this doc, you can look up the recommendation per service area (i.e. Compute, App Services, Networking, etc.) and since each recommendation will be utilizing different services, you can find the associated costs within the specific service areas documentation.
