Excel v16.49 add-in combatibility with Excel v13

I'm developing an Excel add-in for a client. I bought an Excel (v16.49) license for doing this, and created a developer account. But they are currently stuck on Excel v13 and can't seem to sign in with the test account I created for them in the Microsoft 365 admin center. Is there any way for me to download older versions of Excel for testing? I'm really not sure how to best go about this, and would very much appreciate some advice.

If you have an active Visual Studio subscription, then you have access to all SKUs of Office for testing purposes. This page has additional information: https://visualstudio.microsoft.com/vs/pricing-details/
