Error ID: 116 when installing Microsoft Azure Recovery Services Agent

I am no longer able to enable azure replication on VMs on this device. This happened after installing and uninstalling the Azure backup services agent. I've uninstalled all and restarted the machine and continue to receive the same errors. I have confirm that the MMA agent is completely up to date (re-installed with site download) and the machine is reporting in with heartbeats and disk space usage. Any help is appreciated.

    You get this error ID:116 while installing Microsoft Azure recovery service agent for files and folders fails installation. Suggest you to check for the appropriate agent. You can see this link - https://learn.microsoft.com/en-us/azure/site-recovery/hyper-v-azure-support-matrix#provider-and-agent for the newer version of agent for Azure site recovery.

    This error also comes if your hyper-V host is not connected to the internet.
