Exchange Attribute Filtering not working with new Forest and Non Hybrid Exchange

I'm having issues with AD Connect filtering.

I've added a new forest and am migrating users to it. Users are part of the same tenant. I've already got everything working and migrations appear to work.

I do have Exchange 2019 on site and configured to support the remote commands and general admin of groups.

The only thing I haven't done is the hybrid configuration wizard for the new Exchange server as I thought it wasn't needed to support the creation of users. So far it appears it hasn't.

I am facing an issue though where AD Connect is not filtering AD Objects that I've setup to filter. I'm using the Exchange Attributes to filter out items I don't want synced. All works fine in the Forest I originally setup AD Connect in and have a hybrid joined Exchange 2013 server.

I'm trying to find any other steps I'd need to take but come up short.

Do I have to have a hybrid exchange configuration in the new forest in order to get AD Connect to filter Exchange Attributes?

I figured it out.

I realized after messing with rules that they are per forest. I duplicated my rules for the new forest and all is well.
