Mails box quota

Hello,
I am managing 14k user in a new project.
I m beginer in exchange administration.

I have almost have full rights on the server.

À lot of my user have quota problem they cannot send or receive any mail. They have notification about mail has failed to be sent. For quota reason.

If i check my ecp admin console. They are for some of them arround 10% or 25% of 25go, so i dont understand what is happening any idea on where to investigate are welcome. I tried nothing yet.

Édit : I forgot to say this is after a migration project.

What't the version of your Exchange server?
Do you mean you have checked the mailbox usage of some problematic users via ECP and verified they still have a lot of space in the mailbox?

If possible, could you remove all sensitive information like email address, domain name, etc. , and then share a screenshot of the notification so that we can learn better about the situation?

It is exactly like you show.

Unfotunatly this is against my rgpd I can provide screenshot exemple from the web but not my own infra.

For this Time you did it for me.

I mena when i’m level one admin if i reset quota it can solve that issue ?
I tried but i have no answer from the user

It is exactly like you show.

If that is the case, seems to me that it's likely the issue is not related to the user's mailbox quota. Below is what the user see when the mailbox's send/receive quota is exceeded:

Supposing the above is not your users are encountering, could you try sharing "the notification about mail has failed to be sent" so we can do further analysis on this? For privacy concerns, you can remove all personal information involved, just share the general error message.
