Hi. Is there a setting in Group Policy that can disable this window when you first start a microsoft office program?
As michev said, if you provide users with connected experiences, users would see this notification.
If you want to disable Connected experiences, you may go tp Group Policy > User Configuration > Administrative Templates > Microsoft Office 2016 > Privacy > Trust Center. Disable Allow the use of connected experiences in Office and Allow the use of additional optional connected experiences in Office.

But please note, some Intelligent Services on Office 2019 apps which rely on Connected experiences, such as Translator will not work.
