I setup a Printer Server on a Windows Server 2019 virtual machine with Hyper-V. When I want to deploy printers I keep getting this error. It will work from time to time after trying a few time, but it is very frustrating.

From the Active Directory side, it is suggested to check if all DCs are working well, and at the same time, check the replication status among DCs.
Following commands for your reference:
Dcdiag /v >c:\dcdiag1.log
Repadmin /showrepl >C:\repl.txt
Repadmin /showreps *
If all works well, you may try to get more details from the even view.
Or you can consider capturing the network packages when you re-produce the issue.

The DCs are fine. Replication works and the log test show all as passed.

Been getting this error for years... No one seems to have a viable answer... Just keep clicking, it will eventually show up.
I may be able to resolve this specific error
I had disabled NetBIOS over TCP/IP in the Ethernet WINS settings, as I was getting dinged on my Qualys security scans. When I re-enabled it I was able to see the GPO information. I'm getting errors on Windows failed to apply the Deployed Printer Connections settings.
