Some external users are receiving a "Sorry, we didn't find that app" error when attempting to access the SharePoint Online form that was customized using PowerApps.

Hi @ParkDave-7012 ,

What is the data source in this app? Please first check if the users have the proper permission on the data source. For example, if it's a SharePoint list, let the users to access the list directly in web and see if he could read and edit the items. Then let the users change other browsers/devices to have a test. Make sure that the users have a PowerApps license too.

For anyone to use a PowerApps form, they will need a license? So, if that is the case, any external user would need a license within our tenant?

According to this post: https://powerusers.microsoft.com/t5/Building-Power-Apps/Powerapps-License-and-Sharepoint/td-p/113203, I would say yes. You can also raise a thread in Power Apps Community to confirm it. Experts there will give instant help. In addition, this issue may also be caused by the crash of some processes which we have no control of in the backend. You can create a service request in Microsoft 365 admin center to confirm it with Micorosft.
