@KinTSOI-0974,
Sorry for the late reply.

Have you installed any other versions of Office before? If so, please download uninstall support tool to uninstall them completely.
Are there any prompts when trying to sign in to Office 2016? If so, please take and share a screenshot with us.
Does all Office 2016 in your organization have this issue ?

Please go to Registry Editor, navigate to HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Common\SignIn.
- Right-click on empty place to create a new DWORD(32-bit) Value.
- Reanme it to SignInOptions, and change the value to 0.
- Close Registry Editor and reopen Office 2016 to have a check.

Besides, if there is a VPN on your machine, please turn it off temporarily to have a check.

tried, it failed.
Seems it required a Microsoft Account instead of a domain account.

@KinTSOI-0974,
Sorry I misunderstood this.
Please go to File>Account in one Office 2013 app to check if there is a signed-in account.

If the domain account are not Microsoft account, you may unable to sign in Office. Thanks for your understangding.
Besides, I have corrected my first reply. Please have a look.
