To help you better, I have something to confirm with you. What error did you encountered exactly? Could you please share here any specific error messages or screenshots?
Please note the below:
Install only Workflow Manager 1.0 Refresh (CU2) using Web Platform Installer before you install any other components during the configuration. Restart the Web Platform Installer after to refresh the current installation status.
You will need to install Azure Service Bus 1.1 and Workflow Manager 1.0 CU5 for SharePoint Server 2019.
Make sure you meet all prerequisites for each component and Cumulative Update before the installation, including operating system, software requirements and SQL version.

Also, you can Install Workflow Manager Offline. See if it lets you proceed.

I reproduced this issue on my end and I got the same error messages as yours. Someone reported this issue before and it was caused by a new policy of the Microsoft Download Center that blocks teams from offering files with SHA1 digital signatures out of security consideration, which most/all of these (Workflow Manager related) files have been codesigned with. As a result, the Microsoft Download Center is automatically unpublishing files that do not meet the new digital signature requirement.
I will keep researching on this issue and get back to you if there is any update. Much appreciated for your patience.
