Adding user with no licenses assgined and adding a user with no license asssgined but given global adminstartor access

I have added user in office 365 with no licenses assigned
and I have added another user with no license assigned but granted global admin access.
what is the difference between these 2 users in accessing the office 365 tenant for these 2 users. Please help
and in what case we go for these 2 different scenarios?

Hi @sns1 ,

Based on the research, the newly created unlicensed user can access the public SharePoint site(Everyone except external users can access it directly) and can't access the private SharePoint site directly.

The unlicensed user in Office 365 can't use most of the service: OneDrive, Office online, Exchange online etc. The user needs the corresponding license to use the corresponding service.

As the post mentioned:
With regard to the Admin account, you could set it up as a shared mailbox, and provide relevant access to people who need it (or forward the emails to an individual). If you don't intend on receiving emails to the Admin account, you probably don't need to license it at all.

As the official article mentioned, usually users have Gobal admin permissions can:

How come unlicensed user can access SharePoint or any other when there is no access to license/services.

SharePoint Online does not enforce license assignment, unlike some other services.

The difference is that one is admin? :) Keep in mind that Office 365 does not enforce licensing requirements in code for many services/features, that doesnt mean that you are allowed to use them "for free" - you'll still be violating the license agreement. This also applies to admins, if they need access to content stored in SPO/ODFB, or have a mailbox, etc.
