It isn't possible to in-place upgrade a 32 bit operating system to 64 bit. A clean installation would be necessary. Regardless the install media will not fit on a 4gB USB. I'd suggest closing thing one by marking answer and open a new thread about the new repair topic.

You may need to borrow one. Windows NT or Windows 2000 era were probably the last OSs to fit on smaller than 4 gB media.

If so, is it safe ?
The problem is the windows on my ssd suddenly crashed with BSOD. The password box doesn't show up now and automatic repair etc everything crashes. Safe mode is also inaccessible. I switched to hard drive but I am unable to access my ssd properly as it says the device is write protected. Tried everything but unable to fix the issue.
is there any alternate solution?

No chance with your 4GB USB drive

For some reasons , it is not possible for me to make any purchase tonight.
Please help me by providing 4 or less than 4 GB of x64 setup file.
Simplest solution may be to run over to walmart and pick up a 16gB USB for ~$5 then you can get the latest ISO for Windows 10 here.
