Content Organizer does not work on a certain site

We use the content organizer function to archive files in SharePoint 2019. The same rule is valid on other sites, but it doesn’t work on one of the sites.

Does SharePoint block some keywords?

Any suggestions would be greatly appreciated.

The only difference I can find is the url.

 /sites/test/JS
 /sites/test/SM

Only files uploaded using code will have this problem. The corresponding timer job has also been set to be executed every 15 minutes.

Now, this function does not work in the whole site collection. The timer job still runs successfully.

Did the issue appear in the entire site collection after some operations? Is there any error message on the UI? At the same time, please check ULS logs for more error messages.

There is no error message on the UI. After we used PowerShell to clean up the SharePoint Config cache, the issue spread to the whole site collection.
