A configuration that does not use the RD Connection Broker role service provides desktop sessions to users based on the number of Remote Desktop Services client access licenses (RDS CALs) that are installed on the server.

2.There are no licensing requirements for the Broker. RDS licensing is handled by the License Server, and that's where your RDS CALs get applied.

We don't recommend you install RDCB on backup DC.

we are using server 2019 you are talking about server 2012 - is it the same ?

Yes, it also applies to server 2019. It's not recommended to install RDCB on DC:
