No, Outlook doesnt offer such functionality. You can mimic something similar via Mail flow rules, but they are not really a solution. If you really need this, best consider third-party add-ins/services.
Agree with michev, there may be no option that could switch signature automatically in Outlook.

According to my test on Outlook, it could identify the addresses of different recipients and insert different signatures according to the addresses.
