Do you have any administrator account on the PC?
Are you using local account or Microsoft Account?

Hello,
try booting into Safe Mode and log on as "Administrator".
By Default this account is disabled when any other accounts are administrators
But since your account is no longer an administrator, this may work

Hello,
Sorry to say this but there are 5 steps in this link.
Except booting I go through all steps. But in all steps I really need administrator permission. But This is the main problem I have. I can't perform any operation that relates to the administrator.

Is there any other step that I can do to overcome this situation except booting?
Now I don't have any new windows 10 with me.
So if possible please guide me.

Hi,
Try to use command below to enable build-in administrator to check.
1.Select “Start” and type “CMD“.
2.Right-click “Command Prompt” then choose “Run as administrator“.
If prompted, enter a username and password that grants admin rights to the computer.
3.Type: net user administrator /active:yes
4.Press “Enter“.
Hope this helps and please help to accept as Answer if the response is useful.
Best Regards,
Carl

Sorry But I can only run any software or cmd in normal.
Not in Administrator but in normal mode.

But, if I try to use cmd in Administrator mode then:

If you can format a flash / pen drive then create a bootable Ubuntu flash drive.
See if this section helps: Reset your Windows password

bootable Ubuntu flash drive:
