Hi @JayaChandraReddyPanguru-4572,
Microsoft 365 apps update -semi-annual enterprise channel version 2008 for x64 based edition (build 13127.21668)
I try to download the file, and found it is *.exe file.

According to the error we provided, it was specifically happening to the patches that has *.exe file.
Please check if in our case proxy was blocking the download of .exe file, and make sure proxy/firewall allows the download of exe files on SCCM server.

We whitelisted all the sites required for O365 Patches even though we are getting the same issue. the the end of download link getting 403 error. below are the whitelisted sites.
The hierarchy's top level WSUS server and the top level Configuration Manager site server must have access to the following URLs: .microsoft.com, .msocdn.com, .office.com, .office.net, *.onmicrosoft.com, officecdn.microsoft.com, officecdn.microsoft.com.edgesuite.net
Hi,
Please navigate to properties of Microsoft 365 apps update build 13127.21668 --> Content Information--> Source Path

We put the link in Internet, and check if it could be downloaded normally. If not, there remains something wrong with proxy/firewall.
Best regards
Amanda
