I am facing an issue at this issue in my environment. Copy / paste works when I login first time using mstsc. Once I disconnect my session, and connect again after time, Copy/paste stops working. I have to kill rdpclip.exe and start again to get copy/paste working again.
This happens for all the users on the server.
I have run sfc /scannow, and utility has returned " No integrity violations found ".
Host machine : Windows Server 2012
Target: Windows 10

Please check on your machine from where you connect. Such problem often arise when an application that catch the copy/paste prevent MSTSC from accessing the data.

1.Please ensure the “Clipboard” and “Drive” is enabled on the RDP connection window.

2.The clipboard viewer chain is somehow becoming unresponsive on the local or remote system and events on the clipboards are not being relayed between systems. It is not necessarily a lock being put in place but some sort of failed data transmission. It then goes on to explain the 2 steps you can take to restore the clipboard without restarting your session.
Use Task Manager to kill the rdpclip.exe process
Run rdpclip.exe to restart it

I have clipboard & drive sharing ON. Point is it, clipboard sync works for sometime, then it stops working (usually following Disconnect RDP session event). As u said, I have to kill rdpclip.exe and start it again from Run command to get clipboard sync working.
Can some one answer these questions -
Is there any explanation or document which states why this issue occurs? Why rdpclip.exe stops syncing?
Is there any workaround, except rdpclip.exe restart? Or permanent fix?

Two scenarios are possible: copying files/data using RDP is not allowed on a remote server or rdpclip.exe process has crashed in the current user session. If the clipboard in RDP session has stopped working unexpectedly, and Paste option in the context menu has become inactive, it is easier to end the current RDP session correctly (logoff) and re-connect. You can enable or disable the use of the RDP clipboard on the Windows host for copy and paste operations by using Group Policy or Registry settings.

Both scenarios you suggest are incorrect.
If It wasn't allowing on the server, it wouldn't work intermittently.
And if rdpclip.exe crashed it wouldn't be running.
In fact, the only resort is to KILL rdpclip.exe, and manually restart it. Voila, I can paste the text already in the clipboard on the client, without copying it again. BUT WHY DO I HAVE TO GO THROUGH IT EVERY 5 MINUTES?! This is longstanding bug, that seemingly is ignored by Microsoft.

I just experienced the same issue with a customer, found this which might help
basically explicitly allow clipboard redrection via gpo- it not being configured at all might be the problem though it shouldnt
Edit: oops, seems like for them it didnt work at all, not stopped working- shoot, if you found a solution care to tell me?
