In theory, It should be feasible and should be no problem. But, since Microsoft has ended support for Windows Server 2008 R2, it is recommend to upgrade to the latest version of Microsoft Windows Server 2016 or Windows Server 2019 to continue receiving patches for security vulnerabilities and support.
The recommend way is adding a high-version server to an existing domain, promote it to a DC and then demote the low-version domain controller.
