Cannot activate Office365 & Azure subscriptions

Dear all,
I'm a MCT. I cannot activate Office365 & Azure subscriptions from my.visualstudio.com
Also, why my benefit is Visual Studio Dev Essentials, but my coworkers' are all something like MCT?
