The reason for the error1: Repeated installation and failed to clean up the corresponding registry information.
Are you sure you have thoroughly cleaned the registry according to the steps provided by Carrin earlier?
Code 2 means "The system cannot find the file specified. Indicates that the file can not be found in specified location."
Please download the SQL Server 2019 setup media again and run it as administrator.
During the installation, please set the startup type to AUTOMATIC.
Maybe you can try change the startup type first.
It may also be that the WMI server is not started.
Enter ‘Control Panel’→‘System and Security’→‘Administrative Tools’→‘Service’→‘WMI Performance Adapter’→‘Properties’→‘Startup Type: Automatic’→‘OK’
And some anti-virus software may freeze SQL Server installation. Please disable the anti-virus software and re-enable it after SQL server 2019 installation.

Yeah I am sure I followed the steps given by Carrin. Yeah I already tried starting that WMI server and I again retried it. It haven't worked.

Now you can try to run the sfc tool to repair your operating system. After that, try to install SQL Server 2019 again.
If the steps above don't work, you may need to reinstall Windows.
I reinstalled OS. Now it is working fine. Thanks for the community support.
Download the ISO and run the Setup wizard, so that you can see which Setup rule that fails.

I had downloaded the iso and ran the setup.exe.
In the installation it shows multiple errors in the dialog. I had attached it in the order.



Also It shows that installation completed with errors and also I attached the summary file for reference.111450-summary-vwkudsp-d0247-20210703-103556.txt

Looks like your computer is not in good shape.
Did you try to access the registry keys it's complaining about through Regedit?
What anti-malware software are you running?

I can't find bootstrap there.
I am not using any antivirus software. Windows defender alone is there. Actually this is a continuation of this issue :

The antivirus question was the last straw....
Something is absolutely wonky with your machine. Unfortunately, it requires knowledge of Windows and Setup programs in general that I don't possess as an SQL Server person. And the advice in the other thread may have made matters even worse than they were originally.
So... I'm afraid that about the only advice I can give is to repair/reinstall Windows.

I had created manually the registry bootstrap and created all registry keys within it manually. Now that registry error is actually gone. But the rest of the errors were persisting.
The following error has occurred:
The MOF compiler could not connect with the WMI server. This is either because of a semantic error such as an incompatibility with the existing WMI repository or an actual error such as the failure of the WMI server to start.
The following error has occurred:
PerfLib 2.0 counter removal failed with exit code 2. Command line: C:\WINDOWS\system32\unlodctr.exe /m:hkengperfctr.xml from directory C:\Program Files\Microsoft SQL Server\150\Shared.
I need it for office use.
I don't know how to fix these errors. Can you ping any one expert in this @ErlandSommarskog if known?.
