Based on previous enrollment experience, I didn’t get the same issue before. To clarify the issue, we suggest to collect below information.
1.Did it only affect one device or many? If we test on other devices, will we get the same issue?
2.What's the Windows version and the enrollment method of the device?
3.Where we get the blank Windows setting? Did it occur when we click Settings or any sub setting? please kindly share us the screenshot to better understand the issue.
4. What are the configuration policies that have been applied to the device or the user? if we unassign these policies to this user or device, will the result be different?
If there’s any update, feel free to let us know.

Can you post a screenshot of what you mean exactly? What settings do you currently have configured in Intune?
