As mentioned by @learn2skills, to delegate a domain from GoDaddy to Azure, you just need to create a DNS zone in Azure, retrieve the name servers from the newly created Azure DNS zone and replace the name servers in GoDaddy DNS management page with the Azure DNS name servers. This will delegate your GoDaddy domain to Azure and you can validate the same after 20-30 minutes by doing a nslookup.

There is no requirement of a IPS tag. Could you please share the screenshots where you are being asked this information?
