If you have MP4 version at present and have to use some third-party tools (after my research, Microsoft has officially reclaimed that they do not support flash, so I think you can only use some file converters to try to create your customized screensaver.), why don't you just apply some third-party tools to convert MP4 directly to scr.? After my research, you can use iScreensaver to transform your file versions, as I know, they offer a version that can be downloaded for Windows 10 users. You can just take a glance and have a try:

Thank you for letting me know about iScreensaver, it works now other than the copyright watermark but your able to get rid of it anyway with the paid version.

A ScreenSaver is a .scr file, like Bubbles.scr or others, which can contain any code with any animation (Handling Screen Savers)
I meant in the Screen Saver Settings, I select Photos and then the file. I was wondering if a GIF works for it or if there's a way I could have an animated picture on there

As far as I know, you do need some third-party tool to transform your gif to Live Photo, such as GIPHY. You can visit this website to see how to display a gif as screen saver of your computer:

That Screensaver part of GIPHY doesn't work for me, I think it only works on MAC. Do you possibly know another way I could get an animated screensaver or GIF to work as that. Or maybe and type of Software?
Thanks for helping me with trying to sort out the screensaver, but I wouldn't be able to code it myself.
I could possibly try convert the mp4 to an swf then an scr. But im unable to find any software that can convert swf to scr. The only ones i found wont download or are only for windows 8 or different.
