Why does Windows Server Backup fail with "re-image" error?

Windows Server 2016 Desktop (All available critical and important updates installed)
Computer has one, non-RAID, SATA 500GB drive (UEFI)
Made a BMR backup to a 1TB drive
Replaced the 500GB drive with an identical, unformatted 500GB drive.
Booted the computer to Windows media (UEFI)
Selected Troubleshoot > System Image
Selected the image from the 1TB drive
Receive the error "Re-image your computer".
The error details are too long to copy here but I am pretty sure I have addressed all of them with the steps above.

Any ideas on how to recover this system to the new drive?

Thanks for posting on our forum!

Based on your description, I think your issue is caused by not formatting your new disk. A hardware disk which stores your operation system should be formatted, so as to be assigned a drive letter, like our C:\ drive. If a drive does not have a disk, then when your computer boot it cannot get access to your system drive. This inaccessible disk leads to the failure of booting your computer. So, I suggest you to use the old drive first (make sure that the old drive still has your operation system file.), then boot your computer, to see if you could enter into your computer this time. When you log into your computer, then you can plug in your new drive, then you go to disk management to format your new drive.
