Unable to update Excel file without deleting permission on Microsoft 365

Hello,
on a Windows server we have a shared folder. Users can access to the folder directly by their Windows 10 computers or by a terminal server (windows). This terminal server has an old version of Office; Windows 10 clients have Office 365.
We had to prevent users from deleting files.
After this change in policies (folder), users:
1) they can modify any type of "non-office" file both by the terminal server and by their computers and they cannot delete (as required).
2) using the terminal server with the old office they can edit the "office" files (xlsx,docx,etc)
3) Problem: They can't edit files from their Office 365 locally. Whenever they modify the file, a message appears indicating that the user does not have the necessary rights. Each time you try, a .tmp file is created in folder. It seems that during an update, Office 365 performs a wipe and then a write. If we remove the cancellation policy, everything works.

Can you help me ?

Hi @andreac,
In Office, you need delete permission to delete temp file and cover the original file to help you save files after editing. If you cannot delete the temp file you cannot save Office files. This is by default behavior for Office files.

In my opinion you can try to use Cloud server to share the Office files for users and provide the edit permission, and they cannot delete the files from Cloud.
