Azure Information Protection Activation

We are using Microsoft 365 E5 licensing and i am trying to get Azure Information Protection Activated so i can enable Email Encryption. When i go to Protection Activation in the Azure Portal the Activate button is greyed out and it shows protection status: not activated. Under Unified Labeling it shows Activated.

When i go to the Microsoft 365 Compliance Center and try to create a label under Information Protection it fails stating Rights Management is not enabled for this Tenant.

I was chatting with a support rep and they asked me to post this here.

Based off our Supported activation methods documentation, if enabling this feature through the Azure Portal isn't working, you should also be able to do this through the Microsoft 365 admin center, or PowerShell.


For instructions how to activate the protection service from your management portal, select whether to use the Microsoft 365 admin center or the Azure portal:

  1. Microsoft 365 admin centerrequires Global Administrator account

  2. Azure portaldoes not require Global Administrator account


Alternatively, you can use the following PowerShell commands:

  1. Install the AIPService module, to configure and manage the protection service. For instructions, see Installing the AIPService PowerShell module.

  2. From a PowerShell session, run Connect-AipService, and when prompted, provide the Global Administrator account details for your Azure Information Protection tenant.

  3. Run Get-AipService to confirm whether the protection service is activated. A status of Enabled confirms activation; Disabled indicates that the service is deactivated.

  4. To activate the service, run Enable-AipService.

I have tried both of those. I have Global Administrator rights. When I follow the instructions for Microsoft 365 Admin Center It takes me to the page telling me to refer to the official documentation.

When I use powershell, after authenticating it tells me The attempt to connect to the Azure Information Protection Service Failed.
