SQL Server 2016 Patch GDR questions

If I already applied 13.0.5366.0 (publish on 2019-07-09) , can I still apply 13.0.5103.6??

The version numbering is confusing.

I assume you are only applying the GDR patches and not the full CU flow of updates? If so, then the release notes for KB4583460 include the following statement:

Prerequisites
To apply this update, you must have SQL Server 2016 SP2 or any SQL Server 2016 SP2 GDR release through this SQL Server 2016 SP2 GDR installed.

Since version 13.0.5366 is also a GDR release then it suggests that you can install this latest GDR patch.

I'd suggest that if possible you create a temporary test instance with the same patch level and test the new patch before rolling it out.

Agree with Martin.
The Latest updates is here: https://docs.microsoft.com/en-us/sql/database-engine/install-windows/latest-updates-for-microsoft-sql-server?view=sql-server-ver15
From your screenshoot, the latest update information about sql server is not updated in time, so suggest you to intall the latest one like Martin suggested.
And this picture can better help you understand GDR and CU.

GDR (General Distribution Release) is different from CU. Each latest CU contains cumulative updates based on RTM/SP. GDR only contains serious updates.

If i am currently in SQL 2016 SP2 , and I would like to apply GDR only .

Your SQL Server installation has intentionally only installed past GDR updates.
So choose to install the GDR update package(the below one).
