When I install the KB5004951 patch for Win Server 2008 standard the patch installs but on the reboot it reverts back and the patch fails.
Does anyone have a fix for this?

I did install the servicing patches KB4474419, KB4490628 which installed fine but when i apply KB5004951 and reboot it continues to revert back.

Event viewer shows "Package KB5004951 failed to be changed to the Installed state. Status 0x80070661". The only thing I've found looking online is purchasing an ESU license key, reentering the license key, or some say 0x80070661 refers to the processor type not being right. I checked mine and its x64.

If you are installing this update on a device that is running an edition that is not supported for ESU.
This behavior is expected.
Windows Server 2008 R2 have reached the end of mainstream support and are now in extended support.
You can only get this update after purchasing the ESU.
