Does this phenomenon only happened in Microsoft Teams? What about other office applications?

Based on my research, if you don't want to see these notifications, you could go to Control Panel > System and Security > Windows Defender Firewall > Allow an app or feature through Windows Defender Firewall. Click "change settings" and try to allowed Teams application in Allowed apps. For more details, you could refer to:

In addition, please check if there is any GPO settings that cause you always received this notification.

Thanks for the note. I already tried that. It didn't help.
If I close the alert, it still lets me use Teams. If I end the Teams task and launch it again, it gives the alert again.

It looks like it doesn't like %username%, %localAppData%, or %userprofile%. If I type the actual username, it doesn't give me the alert.

Do you have any operations before this problem occurred?

You could try to reset Windows Security Centre service to see if works. Here are the steps for your reference:

  • Press Windows key + R. In the Run dialog box, type services.msc, and hit Enter to open Services.

  • Find the Security Center service.

  • Right-click the Security Center service, and go to Reset.

  • Restart your computer.
