A Windows Server CAL is a license that grants access Windows Server. CALs are used in conjunction with Microsoft Windows Server OS licenses to allow Users and/or Devices to access and utilize the services of that windows server
- User CALs allow a single user access to Windows Server from an unlimited number of devices
- Device CALs allow an unlimited number of users to access Windows Server from a single device

Per my knowledge, the WinSvrCAL 2019 DvcCAL is windows server CAL with per Device mode to allow many users to access Windows Server from a single device.
While for WinRmtDsktpSrvcsCAL, which seemed to be short for remote desktop CAL. This RDS CAL is required when you would like to utilize Remote Desktop Service functionality on Windows Server.
Moreover, the regular User or Device CALs are required in addition to the RDS User or RDS Device CALs if you plan to use remote desktop service in your server deployment.

To be more specific, we don't have AD deployed but only a MS Networked environment for our Window Server 2019 Std environment (running on a HP Proliant DL360 Gen10 Server). We would like to have multiple devices (2 to 3) RDP to the WinSvr 2019 Server via Intranet (LAN).
We have ordered item (1). The question is: Should we order item (2) as well? That is to say, we need both licenses.

If you would like to enable more 2 remote connections (from different device) at the same time, then RDS CAL + Windows Server CAL are needed with necessary configuration and installation.
But if you only need remote connection one by one, then for remote desktop service, it provides two concurrent remote session for administrative purpose.

1. Any users/devices that connect to your server are required to have a CAL, either locally or remotely.
2. As explained before if you don't need simultaneously remote connection (more than number of 2), then remote desktop CAL is not needed.
3. If each time only one user or device needs to remote to the server, than item2 is not needed.

In our case, no concurrent RDP session (local) is required. So we only need item (1) - "R18-05767 WinSvrCAL 2019 DvcCAL" for local (Intranet) access via Windows RDP client.

When i saying cocurrent remote sessions, i mean for example: User A,B,C,D started the remote connection from their devices at the same time via remote desktop client (mstsc), therefore the number of cocurrent remote sessions is 4.
If you could ensure each time only 1 or 2 session will occur, then Remote Desktop CAL is not needed.

IDid you mean the Local administrators for the server?
It it fine cause by default members of the Administrators group have permission to remote to the workstation or devices.

The reason why we buy the CAL license was as follows.
Our ADMIN user login to the Win Svr 2019 std was no longer valid as there was a message saying the Grace Period (90/120days) was over. We don't have AD deployed on our server, so we turn to DEVICE CAL instead of USER CAL (AD is a pre-requisite).
We would like to clarify: ONLY item (1) is required for a DEVICE (using ADMIN id) to RDP to the Win Svr 2019 via a Window RDP client.

Since you have installed RDSH role into the server and grace period has been expired, please use "mstsc\admin" from Run, it will allow users to remotely administer the server.
Only when there is no RDSH role installed, you can simply remote via mstsc but with 2 administrative connection.

If we RDP to the Win Svr 2019 server via Window RDP client (in our case with our server IP@=10.10.9.120, typing mstsc /v:10.10.9.120 /admin on RUN), that would bring us to remote administer the server. No need for us to buy any DEVICE CAL.
Having said that, we have to check the RDSH (Remote Desktop Session Host) role installed or active or not.
