Per my experience, only with RDSH role installed, the users will get Grace Period notification each time they remoted.
You could have a test with mstsc/admin and revert back if any more assistance needed.

We tested mstsc /admin on a Window client, it worked as a remote server admin role. It is a Terminal Service. And it is good for remote administrative purpose.
As a next step, we might consider a RDP session which allows us to share Local Resources like printer, clipboard, Ports, drives, and sound etc. Then we might need to procure the two items as mentioned above.
If we want to have a device to connect to our server via a RDP connection (session), then we have to buy both (1) and (2). One DEVICE Level CAL for the client and the other for our server to enable the RDSH services. Is my understanding correct?

I am afraid not.The administrative session could also enable local resource redirection.
When I launch the remote connection via mstsc /admin, double confirm the printer redirection(screenshot1) has been checked, I could see the redirected printer (screenshot2).
