Windows 10 (Build 2004) PC cannot update to Cumulative update pack 7 by WSUS

Dear Sir,

  We have Win10 Professional PC (Version 2004) with WSUS server. We find that the PC cannot install Cumulative Patch 7-2021 to PC with error message:  There were some problems installing updates, but we'll try again later.  (0x80242017).

 When we try to download manually of the KB5004945 and install, it also failed to install. Error Message: The windows modules installer must be updated before you  can install this package. Please update the windows modules installer on your computer, then retry setup.

 If we try to use Windows update pointing to Microsoft, it will first donwload "2021-05 Update for Windows 10 Version 2004 for x64-based system (KB4023057), then cumulative pack 7 for Windows 10 can install successfully.

 I cannot find this ""2021-05 Update for Windows 10 Version 2004 for x64-based system (KB4023057)" file in Microsoft Catalogue update and WSUS.

Do anyone has suggestion how to select this item in WSUS?

We are facing the same issue, when we spin up some 20H2 template on vCenter which created on Jan 2021.
If using WSUS, IWindows will keep trying to install 2021-07 Cumulative patch directly, then failed.
If using Microsoft update thru internet, it will install KB4023057 first, then install 2021-07 Cumulative patch, and success.
Tried to find KB4023057 for WSUS, but it's not available on WSUS. It's not also available after OS build 1809 on Microsoft update catalog. We can't download it and install.

Since, we most of our internal VMs will not have internet. using Microsoft update is not an option.
A workaround I found, 2021-07 will work after manually install 2021-05 Cumulative patch KB5003173.
Download 2021-05 Cumulative patch KB5003173 from Microsoft update catalog. However, the process is takes extremely long time to install, and require a restart after installed KB5003173. It's time consuming.

No idea why Microsoft can't fix this WSUS issue since last month. :(

Sorry for bothering you. It seems that your issue is not the same with Joe Tam.

I researched the KB4023057, but it seems that we could not get the update from WSUS server.

Please try to install the latest service stack update for windows 10 2004**(KB4598481)** first and then we could try to install the latest cumulative update.

Dear Rita,

  In the WSUS, the 2021-05 May file: KB5003173, it mentions that this update is superseded by another update. Updates superseding this update: is 2021-07 Cumulative update for windows 10 version 2004 x64 KB5004237,  2021-07 Cumulative update for windows 10 version 2004 x64 KB5004945 & 2021-06 Cumulative update for windows 10 version 2004 x64 KB5003637. 

So when I click update Windows 10, it cannot show the 2021-05 KB5003173 for update. Do it has a method to allow it for update instead manually install ?

We suggest to post one issue into one thread. But there are four questions in your post. To avoid misunderstanding, it is recommended to resolve the issue one by one. Or you could also open a new post and we could discuss the other issues on the new thread.
We have Win10 Professional PC (Version 2004) with WSUS server. We find that the PC cannot install Cumulative Patch 7-2021 to PC with error message: There were some problems installing updates, but we'll try again later. (0x80242017).

Here is the explanation of the error code:
0x80242017 WU_E_UH_NEW_SERVICING_STACK_REQUIRED The OS servicing stack must be updated before this update is downloaded or installed.

For Windows Server Update Services (WSUS) deployment:
Install the May 11, 2021 update (KB5003173) before you install the latest cumulative update

Installing KB5003173 manually on one of the machines affected by this error, resolved the issue. However, I have over 100 machines with this issue how can I deploy this as a fix? Why haven't Microsoft updated KB5004237 to have either include KB5003173 or mark it as a prerequisite?

When I create my windows images to deploy, they don't get KB5003173 from WSUS because it isn't required, this means all my images don't update.

Thanks for your feedback first. I haven't encountered this phenomenon before.

What is your environment? Standalone WSUS server or SCCM. Have you tried to approve the KB5003173 for the clients first?

Why haven't Microsoft updated KB5004237 to have either include KB5003173 or mark it as a prerequisite?
We could not control which updates included into the latest Cumulative Updates. But I will try to feedback the product team to confirm whether there are any comments, not guarantee.
