How do I build SCOM LAB in Azure for Test and Dev in a affordable way?

Hi,

I need to build a Test/Dev lab for SCOM 2109 environment. I don't have a powerful laptop or desktop to create virtual environment locally; hence, planning for Azure.

As that lab will be only for testing purpose, I won't be running any production servers in it, what's the affordable way to do it because I know it will include the cost of Azure membership, System Center licenses, Windows Server OS licenses, etc?

@Pauciloquent, Thanks for posting in Q&A. I am from SCOM support. based as I know we can deploy SCOM server on Azure VM. Here is a link with detailed steps for the reference:
