Only allowed to install COM-Add-Ins

A colleague of mine on Office Version 2106 (Build 14131.20278) can only install COM-Add-Ins. Windows 10 Pro.

I cannot seem to find a way to allow for add-ins being installed off of XML manifest files (https://docs.microsoft.com/en-us/office/dev/add-ins/quickstarts/outlook-quickstart?tabs=yeomangenerator)

We developed an add-in using the docs mentioned above. Some can install it, others can't.

Are there any settings in Outlook that allows my colleague to actually install an add-in off of XML files?

Hi @StefanJacobs-5114 ,

According to your description, some users around you can install the add in, but some users can't install it, right? If so, please check whether the clients are different between these users.

As I know, if you use an Exchange account, your administrator can set the permissions for users in the organization to install add ins. It is suggested that you could contact your administrator to check if the users has permission to install add ins. For more information, please refer to: Specify the administrators and users who can install and manage add-ins for Outlook.

Thanks for the reply!

This user can install add-ins, but only COM-Add-Ins. There's no option for this user to install an add-in from file (apart from .exe & .dll files - the "COM" ones) and neither from URL. So it seems to not be a permission issue.

This user's Outlook App version is very much up to date.

I am an Office 365 Administrator. I checked the link you shared - also logged into Exchange Admin section and the only UserRole we have defined under the Permissions tabs does include all the necessary permissions. Please see the screenshot attached:

As I know, the two option are displayed when I click Get add-ins>My add-ins>Add a custom add-in on my outlook 365 client(version 2106(Build 14131.20320 Click-to-Run)). Are the two options you mentioned shown in the figure below?

If so, to further confirm whether the problem is related to the outlook client, please log in to OWA to check whether the add-in can be added through these two options. If the issue still occurs on owa, it may be related to your account.

I have done research and found a thread mentioned that the "Add From URL" and "Add from file" options are in the Exchange Admin Center, so the issue seems to be related to Exchange. It is recommended that you could contact the administrator of your organization to check whether there are different permission settings between this account and other accounts which can add the add-in normally.
