I think no. There are Guest users for m365 but it is mainly for sharepoint and teams.

From intune's point of view, I agree with yannara. There is no method can make it.
Please understand that intune's user is essentially a part of Azure AD. It is suggested to open an online support ticket to contact Azure AD to find if there is any method can make it. Here is the support link:

Say I have a Gmail domain and a colleague has Yahoo domain, I have uploaded apps into my Gmail intune portal and I would like to give my yahoo colleague access in order to install them on his device, is it possible?

Same answer as before. From intune's point of view, there is no such method. Please contact Azure AD to get more help.
