Unable to install July 2021 rollup patches on Windows 2012 KB5004285 KB5004298

I am having trouble installing the recent July rollup updates KB5004298 and KB5004285. Updates install fine but after reboot it rolls back. I have tried installing each one individually, used sfc/dism, cleaned up C:\Windows\Temp, cleaned and reset windows update, installed manually, installed direct from MS instead of WSUS, etc. CBS.log seems to give some relevant information but I have not been able to figure out where to go next.

I had to add the Flash directory to the Macromed\Flash


C:\Windows\System32\Macromed\Flash
C:\Windows\SysWOW64\Macromed\Flash

Working for me, hope that might help.

I had previously renamed
C:\Windows\System32\Macromed\Flash to C:\Windows\System32\Macromed\Flash.old and C:\Windows\SysWOW64\Macromed\Flash to C:\Windows\SysWOW64\Macromed\Flash.old after manually removing all traces of Adobe Flash for security reasons.
KB5004298 kept failing to install

Using JayRone-9763's suggestion creating the following empty directories allowed me to install KB5004298:
C:\Windows\System32\Macromed\Flash
C:\Windows\SysWOW64\Macromed\Flash

Hi jay,
Thanks a lot. Spend hours with no result.
So one question: How did you found that it was those directories that was missing ?
Because on some of the servers, only one was missing, others it was both, but updates installed after your solution, without issues.

KB5004285 and KB5004298, we only need to install one of them, not both.
If you have installed KB5004285, you have updated system to the latest build, don’t need to install any other update; if you have installed KB5004298, you don’t need to install KB5004285.

In my opinion, we could reset windows update components
Right click on the start button and select Powershell (admin) or Command Prompt (admin)
Write the next hit enter after each line.

net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
Ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
Ren C:\Windows\System32\catroot2 Catroot2.old
net start wuauserv
net start cryptSvc
net start bits
net start msiserver

After completed, manually install KB5004298, that’s enough.

I also have this error in Windows 2012 r2 environment.
Did anyone get the fix?

We are experiencing this on Windows 8.1, server 2012r2 and small number of server 2016 boxes as well.

KB5004298 and KB5004285 on 8.1 +2012r2

KB5004238 on server 2016

Have tried clearing c:\windows\software distribution folder, disabling branche cache amongst other things.

Same here with KB5004298, no way of installing it in one of my servers, tried a few things with no success.

I'm also on Windows 8.1 desktop, and I can't install this KB5004298, unfortunately, results in a fail loop process when trying to automatically install as I reboot my system, and always failing to complete the update, in a vicious loop, had to hide this update at all, very annoying, no way of fixing this issue, was this KB5004298 meant for Windows 8.1 system in the first place?

I to am having an issue with installing this KB on all except one of my Server 2012R2 servers.
When I attempt to run this KB it installs then on reboot fails and rolls back the update.
I have tried the suggestion from TeemoTang-MSFT above with no positive results.
I have also took a look at Adobe Flash, the Flash Removal Package is part of this KB. I have previously not been able to apply the Flash Removal Package KB so I suspected a corrupted install of Adobe Flash. That update failed every time with the exact same results.
So I uninstalled Adobe Flash manually because I couldn't uninstall it from Programs and Features.
I followed Adobe's article here.

I removed the Macromed folders and cleaned up any reference I in the registry and related folders in system32 and syswow64. This didn't work either.
Any help would be much appreciated.

I could NOT installing neither
5004285 - Security Only
5004298 - Rollup

I tried TeemoTang-MSFT answer but still nothing.
Found something in one of the many logs I reviewed about not being able to remove FLASH.... which was gone a long time ago.
So I built a new SERVER 2012R2 server, copied the contents of C:\Windows\System32\Macromed\ (where the FLASH directory lives} to the server in question and then was able to install the update with no issue.

Hope that helps someone.

Hi, we have the same problem with our infrastructure. The updates worked fine on all the servers except two.

They have the same symptoms as you.

I have tried the method to install a new Windows 2012 R2 server and copy the Macromedia folder, but it was not there in C:\Windows\System32. Anyone can guide me please?

Just making sure you know it's C:\Windows\System32\Macromed\
not C:\Windows\System32\Macromedia
I dont know why it wouldn't be there.
Try searching for flash.ocx

Hi All,

I have found a working solution that has now been tested on 4 servers.

MS have included a FlashRemoval in this months rollup.

Our InfoSec team sent a notification 6 months requesting the removal of:
C:\windows\system32\macromed
C:\windows\syswow64\macromed

I found working servers could install the update had these two folders, however without any contents.

Simply create the two folders on the affected servers and run update KB5004298 https://www.catalog.update.microsoft.com/Search.aspx?q=KB5004298 and VOILA! working!

Oddly the folders still reside on the servers POST reboot, so no idea what the removal is actually doing.

Yes just tried and it works, just a remark, the correct folders are not macromedia but Macromed, is a sympathy spelling error, these two folders must exist, in order for the KB5004298 to install

C:\windows\system32\Macromed
C:\windows\syswow64\Macromed

It worked for me Windows 8.1 Pro Desktop. :)

Sorry my bad. Corrected. I had indeed created the Macromed folders on the servers 😉

Was it missing from both? In my case, it is present with its contents in system32 but wasn't in syswow64. Creating the folded rin the latter didn't work unfortunately, still fails after reboot.

Someone else mentioned including the Flash folder inside Macromed. Worth a try
