Is inplace migration 2008R2 to 2012R2 no longer possible?

Has anybody currently managed to achieve an in-place upgrade of Server 2008 Standard R2 standard to Server 2012 Standard R2 using the evaluation copy (EC) of 2012R2 .

Microsoft migration map and documentation show it as possible.
The error message says it cant be done with the evaluation copy

Problem: No full ISO 2012R2 is available or accessible. "Catch 22"?

Microsoft CS advised: Purchase 2102R2 to get the download. I have a fully licenced MS Store copy of 2019 Server Essentials which they said does not allow for a full ISO copy of 2012R2.

From Microsoft document we can see that we need Windows Server 2012 R2 Setup media for in-place upgrade.

If the evaluation of Windows Server 2012 R2 can’t be used for upgrade, you need to contact the seller who sell Windows Server 2012R2 license to you, let them give you ISO file.
