This is in DC2 event. What I do not understand is if DC3 has the all FMSO functions why is DC2 going to DC1 in the first place.

Did you mean that DC3 is your PDC? And you find DC2 is not going to PDC in the first place? Are there any abnormalities when the event occurs? Please feel free to let me know if I have any misunderstanding.

Yes, DC3 is PDC and yes DC2 can not find PDC.

The link you gave says to ignore this message.

The browser service has been disabled by default on server 2008 and beyond. Is there a reason that it is running?

DC3 is PDC and yes DC2 can not find PDC.

Please run;

Dcdiag /v /c /d /e /s:%computername% >C:\dcdiag.log
repadmin /showrepl >C:\repl.txt
ipconfig /all > C:\dc1.txt
ipconfig /all > C:\dc2.txt
ipconfig /all > C:\dc3.txt

then put unzipped text files up on OneDrive and share a link.

I do not know why browser service is running.

Should not need it unless you specifically started and configured it.

DFS Replication service failed to communicate with partner DC3 for replication group Domain System Volume. This error can occur if the host is unreachable, or if the DFS Replication service is not running on the server.

I'd check the event logs on all three for something related here.
