It depends on your scenario, Kiosk mode is good when user is going to use the PC as a Kiosk and like they only need to use a single or few applications.
However, the AppLocker is when user want to use the device as a Windows but you want to enforce some restriction.
You may set it like allow some application (whitelist) and block the rest.

Hi,
AppLocker rules specify which apps are allowed to run on the device this is kind similar to a kiosk device

AppLocker rules are organized into collections based on file format. If no AppLocker rules for a specific rule collection exist, all files with that file format are allowed to run. However, when an AppLocker rule for a specific rule collection is created, only the files explicitly allowed in a rule are permitted to run.

Reference link:
Use AppLocker to create a Windows 10 kiosk that runs multiple apps
https://docs.microsoft.com/en-us/windows/configuration/lock-down-windows-10-applocker

And when comes to multi-app kiosk, it provides an easy-to-understand experience for individuals by putting in front of them only the things they need to use, and removing from their view the things they don’t need to access.

Reference link:
Set up a multi-app kiosk
https://docs.microsoft.com/en-us/windows/configuration/lock-down-windows-10-to-specific-apps

You could check above links for detailed set up steps and verify which one will be more convenient for you.
