Teams to skype messaging error " We ran into a problem sending this message. Try again later."

Our Microsoft Office 365 account has enabled both settings " User can communicate with other skype for business and team users. ON and User can communicate with Skype users.

But when we attempt to message a skype contact we receive the message We ran into a problem sending this message. Try again later.

Hi @PaulDaveyYepAds-1616 ,

Which client does your contact use? Skype or Skype for Business?

Above all, please check if the contact user's domain is allowed in Microsoft Teams Admin Center > Org-wide settings > External access.

The coexistence mode also has impact on your situation. If the user in your organization is in Islands mode, chats and calls from Skype users to Teams users are delivered to Skype for Business.
For more information about the requirements and limitations of interoperability between Teams and Skype, please read this official document.

If the contacts use Skype for business client, there is a note when your user is in Islands mode.
Based on my experience, if a Teams only mode user chat with an external contact who is in Islands mode, the message will be sent to the external contact’s SFB client. And if this contact is OFFLINE, then our user will receive the error messages like you posted. Please check if this is your case.

Meanwhile, Here is a similar thread that might be helpful.

If the above suggestions are no help, I want to confirm the following questions with you:
Do other users have the same issue?
Does this problem exist all the time? Or is there any change been made recently?

Best regards,
Lou

@ZhengqiLou-MSFT I'm curious as to why the assumption it must be an external message. I too get "We ran into a problem sending your message. Please share diagnostic code 488/16830 with your admin to help them troubleshoot the issue." when trying to message someone internally from MS Teams to a Skype on-prem user. I'm "Teams Only Mode" where the other users are "Islands Mode" and the issue is constant. Interoperability is hit or miss.

I have the same issue. Did you perhaps find any solution to this?
