    @dirkdigs ,
    Welcome to Q&A forum!

    To turn off Auto-Complete in Outlook 365, please launch the Outlook, then go to File>Options>Mail>under Send messages, check or uncheck the Use Auto-Complete List to suggest names when typing in the To, Cc, and Bcc lines option to turn AutoComplete on or off.

    Hello this GPO with the registry changes is being applied (tested/confirmed with gpresult) on multiple workstations but the settings for Outlook are not being programmed as per the GPO.

    What do you suggest?

    To disable it, in the Outlook desktop app, go to File--Options--Mail--Under Compose messages, uncheck "show text predictions while typing"
