Windows Firewall & Protection in conflict with Control Panel

I have a server running Windows Server 2019 Standard. I have noticed that Firewall & Network Protection under Windows Security shows that the firewall is off for all three locations (Domain, Private and Public). When I check WIndows Defender Firewall in Control Panel it shows that the firewall is on for all locations and when I run netsh advfirewall show allprofiles from a command line the status for all profiles is also set to on.

If I click the Turn On button in Firewall & Network Protection nothing happens, presumably because the firewall is already on but if I turn the firewall off through Control Panel an additional message appears in Firewall & Network Protection stating "Windows Defender Firewall is using settings that may make your device unsafe" and a Restore Settings button appears. If I click the Restore Settings button I can see that the forewall is truned on through Control Panel but still shows off in Firewall & Network Protection.

I have checked both local and domain group policies and as far as I can see there are no settings configured for Windows Defender Firewall.

It appears that Windows Defender Firewall is on but Firewall & Network Protection is misreporting. Does anybody know how to fix this?

Hi,

Thank you for posting the issue to Q&A forum.

I did some lab test but could not reproduce your issue.

After you turn the firewall off through Control Panel, please try to turn on the firewall manually for all types of network instead of clicking "Restore settings" and see if the status will be changed.

If the issue persists, please kindly use Windows Firewall Troubleshooter to see if it could resolve it.

I did as you suggested, truned off the firewall through Control Panel and then turned on again through Firewall & Network Protection and the error disappeared.
