I want to create a Windows Application using the new Windows 11 user interface but my PC can't run Windows 11!

Windows 11 has backward compatibility meaning in case you develop an application for Windows 10, it will work on Windows 11 too. However, in case you want to use codes and API dedicated for Windows 11, you will need a device running the Windows 11.
You may develop you code inside Windows 10 and just do a testing on a device running Windows 11.
